Xecuter 3 3.3v LED wont come on.

This is probably in the wrong section, but I didn't know of anywhere else to put it. But anyway I just recently bought a Xecuter 3 modchip for my xbox cause I was bored of it and didn't know of anything else to do with it. So I get everything set up on my 1st xbox using the pin header install method. This was the 1st xbox I had hard modded, this one had the same thing wrong with it I couldn't get the 3.3 led to come on. So I ended up buying another motherboard for my xbox so I could try the wire adapter install method. So after I got everything soldered and in place, the only thing different about this 2nd install was that I manually did the LPC rebuild since i didn't feel like I could get the LPC rebuild off the other board without breaking it. But after I got everything in place on this board I tried booting it up. Still the same thing, the 5v led lit up but not the 3.3v one. So if I could get any help on why this is happening and how to fix it would be greatly appreciated. Oh I also tried searching so many places for the a tutorial on how do this but since all of this stuff is so old I couldn't find a tutorial for the wire install that wasn't either expired or the pictures were dead.
