I had that happen once and I put a piece of tape over the magnet (spindle) and trimmed up the edges of the tape with an exacto knife. It seems as tho the motor could not over come the magnet whenever a disc was not inserted. When ever you put a disc in then the magnet is gapped a little. I am not sure if this is a slipping belt problem or a weak motor problem, but the tape remedied it.
If your console is less than 3 years old and has a good warranty sticker on it, call 1 800 4 MY XBOX and let them fix it for you under warranty for FREE.
A reflow fixes most 3RROD, I use this guy to do my reflows.
